Welcome to the dark alleyways of hallow city, where slums overtake the posh neighborhoods. The rising cost of living has forced hundreds out into the streets. Unable to buy food never mind pay the rent. Jobs are scarse and the whole place is in disarray, the police doing the best they can to make the place look decent again. Even if it means wiping out the 'scum' that live on the streets.

The police force are the most powerful people in Hallow City, with the best weapons and equipment. They are there to serve and protect, whilst getting some benefit to themselves of course. Lots of the police in Hallow City are corrupt, the amount of power given to them meaning it is so easy to deal under the table. They enforce the law and so can break it whenever they please, such acts being ignored by their fellow officers who are most likely doing the same thing.
The police force is the best job to get in Hallow city, with the best pay and biggest security that it will never go bankrupt. There is three units to the force and the pay packet increases with each one, however it is trust and respect as well as attitude that earns a promotion.
The Day team The day team is the starting point into the force, where new applicants go to be tried out. It is also where the officers that don't earn the chief of police's trust, and those not very good at the job stay. The Day team gets all the regular police jobs, looking into petty crimes and the less serious situations. The Day team are also in charge of patrolling the streets and guarding and protecting the rich. Its the easiest of the three teams but also gets the least pay. Most good cops don't make it past the day team, not having what it takes to be forceful. The good cops have also never done anything bad that they could be bribed with, and so are untrustworthy, they could easy snitch on the police to the public.
The Riot team The riot team is the second most highly paid in the police force, and the pay packet is much higher than what you would get working outside the force. But this pay must be earned by risking your life every day and being ready with a gun. The members of the riot team are strong individuals, fully trained with weapons. They need to be able to hold themselves in dangerous situations, and be unafraid to use force and even kill when necessary. The Riot team was created when the Mayor started pumping more funds into the police, and like the name entails was created to crush the riots. The Riot team is also in charge of the more dangerous crimes like armed robbery, mass murder and violent protests where lots of civilians need taken down. The Riot team is the most dangerous job on the force, with most officers coming face to face with an armed weapon everyday. It is also the most powerful position to be in too, the keys of the city being theirs. Only the trusted get a place and if an officer doesn't prove their worth on the field, is demoted just as quickly as they were promoted.
The Strike team What the strike team does is a mystery to everyone but the officers involved. It has the smallest amount of officers but they are the most trustworthy and brutal. All the members of the strike team believe fully in the cause, and are completely loyal. They get the largest pay packet and also the best of everything, the city paying for their services. A member of the strike team has a special badge, one they can use to eat free in any restaurant and get discounts in every store, as enforced by the law. But alongside this they also deal with criminals, having lots of time and power at their disposal. It is the safest place to be for a corrupt cop, with none of the other officers batting an eyelid if they do anything wrong.
The Strike team is the heart of the clean up the streets program, one that is focused on getting the city back on track. The thoughts behind the program being that if the excess people are removed, there will be enough jobs for everyone and so the city can prosper again. Basically clean the slate and start again. So all members of the population not contributing to society have been set to be murdered, like those out of a job and the homeless. The Strike team have started on the homeless, slaughtering all on site regardless of age or sex. The members of the strike team are cold and brutal, some even enjoying the work so the clean up the streets program is ahead of schedule. The program is secret and so nobody knows about how the homeless are being treated, the bodies dumped on the outskirts of the city, away from the public eye.

Thomas Riley became homeless at sixteen out of choice, and has been living on the streets ever since. So he learned every inch of the city over the years, from the back alleys to the rooftops. Life on the street was never easy either but Thomas learned that sticking together in a gang was the safest and easier way to live. So he joined a gang, soon becoming the leader of it due to his wits and plans for stealing. With the gang he started planned robberies of food places which were all successful, furthering his popularity with the homeless and increasing the gang size.
As word started to travel amongst the homeless of police slaughtering others whilst they slept, Thomas had found the old abandoned factory on the outskirts of the city. He had been wandering further afield than normal, hoping to find some sort of shelter for the night and found the perfect spot. The factory had seven large floors, big enough to house lots of homeless easily. So the refuge was born, with Thomas moving in his gang that very day. But then it was just for shelter from the rain, the rumours of the police attacks not been taken seriously.
When the rumors became more valid however Thomas started bringing more and more homeless into the refuge, trying to shelter and save them from the police attacks. Thought of retaliation never crossed his mind, as he spent his days wandering around the city trying to persuade more and more people to come to the refuge.
It wasn't until he witnessed the brutality first hand that the thoughts of retaliation began to dwell in the back of his mind, watching the police kill some sleeping homeless in an alleyway. It was then he noted that the amount of homeless people in the refuge could count as a small army against the police and he decided that attack was the only way forward. The refuge then became more structured, with the top six floors used for sleeping and the ground floor cleared for any business work, and also for eating. People were given a specific space in which to sleep and hold their belongings, making space for the addition of even more homeless.
But Thomas only told a close few about his plans, waiting until everything was sorted. Then over the next few months Thomas made deals with people, deals that promised them all the weapons they could want in return for holding off the police. It seemed they weren't the only ones wanting to bring down the police, and so the resistance was formed. With lots of weapons and lots of homeless willing to fight, it was only a matter of time before the resistance started to fight back. There are two parts of the resistance, both equally important.
These are the strong homeless, the bitter homeless and all those eager to fight for the cause. They also usually have little to no skills that would get them into the workplace, so couldn't become workers. These members are trained with weapons every day, readying them to fight with the police. They spend most of there time training with both weapons and fitness training, as they need it to go against the police. This training takes place in the yard of the factory, away from the police and in safety. The fighters also help out in the riots around the city and cause as much chaos for the police as possible. The aim is to bring down the police any way possible, murder being the only option most of the time. The fighters also guard the factory, these are the most heavily armed and trusted men, as the lives of the homeless inside are the most important.
These are the members of the resistance that are skilled and so can get a job. The resistance helps members get a job and offers them a home inside the resistance so they have less bills. Then in return the workers give part of their pay check to the resistance, helping out the greater cause. Some workers have managed to earn enough money to move into their own place, but still pay the resistance part of their pay check. This is too keep the resistances operations running and also to help get other homeless out of the streets. The resistance is not only focused on fighting the police but also reducing the number of homeless by getting them into work. The money from the workers pays mainly for food for all members.

Riot!
The life of a civilian in Hallow City is a hard one, one of little money and lots of fear. fear of the police, loosing their homes and jobs and also fear of the criminals that roam the streets. This has created huge amounts of stress within the population, and seeing the government only acting to the benefit of the rich, this stress has turned to anger. So those brave enough to show this anger have started protesting, making a stand and getting their voices heard. All of which has yet to make an impression apart from increasing the brutality of the police.
The protesters are average members of the population, people that have been pushed far too hard for far too long. The protests started off peaceful, brandishing banners and crowding around the rich estates. The protests have turned more and more violent however as they desperately try and get their voices heard. Large riots have taken place, causing the death of some police and many more civilians. The effects of such riots marring the streets with blackness and broken glass from the home made bombs. The riots have always been organised but once it starts the participants just do whatever they want, adding to the chaos of it but not helping the cause much.
Recently the protesting has become more organised and specific. Groups of activists targeting certain people and places to attack, mainly the rich. Recently people have been sneaking into the rich estates, setting cars on fire and spray painting buildings. All a nuisance and the police have the activists on the most wanted list, eager to get them in their clutches. Its dangerous taking part in the riots and being an activist, the chances of getting hurt or killed by the police being high. But it seems to be the only way of getting any change.
