'Clean up the old to make new.’

Welcome to the dark alleyways of hallow city, where slums overtake the posh neighborhoods. The rising cost of living has forced hundreds out into the streets. Unable to buy food never mind pay the rent. Jobs are scarse and the whole place is in disarray, the police doing the best they can to make the place look decent again. Even if it means wiping out the 'scum' that live on the streets.

Sometimes life seems to have a mind of its own, turning good one minuet and horrible the next. Due to the crashing state of the economy, more and more people seem to be getting the harsher end of life. As debts pile up, wages are lowered or even cut completely, people are finding themselves suddenly without money. Then before they can think about what has happened, are thrown out of their homes and into the street. Left completely helpless in the dark world of the streets. Some come here by choice however, preferring to get out of the rat race, liking the freedom of living off the wild. But most came because of life's cruel turn of the wheel. To get by some join gangs, steal, beg, anything to get a few pennies. Whilst also being watchful for any police, not wanting to end the day with a hole in the back of their head.

The Resistance was set up by Thomas Riley and a few buddies when he was about sixteen. Thomas was one of the few that ended up on the streets by choice, running away from home. From their he met people and found the Refuge, a large abandoned factory on the outskirts of Hallow city. They moved in originally to get away from the police, a safe haven to spend the night in. But as they talked to more and more homeless, inviting them to come move into the Refuge. Thomas realized they had something going for them, numbers. So as time went on and more and more people joined the ranks in the refuge. Thomas was talking around, trying to get information secretly. Then eventually he had it, a company that would give them weapons if they kept the police at bay.

Caring about each and every person that stayed at the Refuge made Thomas want to do something for them, save them from their fate. So he started planning ways to get their lives back on track, working out ways to get them jobs. All the while his plans for the resistance stayed in the back of his mind. When a few people had jobs, staying at the refuge and paying some of their money towards the greater cause. Thomas finally unveiled his plan, to become armed, to take the police on by brute strength. Some weren't so sure but most loved the idea, fully supporting it. Then with a few visits to some people the resistance was born. With its two half's, one half focused on getting a job, the other on the fighting side of things.

The police force is led by a monster, who is willing to sacrifice anything for the 'greater good'. Most of the force are snapping at his heels however, each cold hearted and brutal. They uphold the law with an iron fist punishing people harder than they really should, making them feared by everyone. This extra violence shown by the police doesn't even cut back crime rates, only making them more discrete, more thought out. The police have been known to gang together like a pack of wild dogs, pouncing on anyone that gets in their way. They all have a distorted hierarchy placing them before everyone else, to them they are above the law, and since they are the ones that uphold it, they are. With a badge and a gun the key to the city is yours, letting you get away with theft, violence and even murder. As each cop stands up for all the others, the victim of such an attack usually becomes the aggressor. This is widely known, making the police even more feared than any criminals. There are some decent cops however, though few and far between. They have to hide this flaw though, grouping in with the others or they get kicked out. Good cops are a risk to the hierarchy, the only thing that could bring it down.

There are three divisions of the force.
The Day team: The average police duties are done by this division, also they are guards for the rich civilians. Usually done by policemen who have yet to show their worth.
The Riot team: consisting of the second most heavily armed police, sent out in riots and other disturbances. These police officers are the brutal enforces of the law, keeping the peace through force. They are also in charge of the serious crimes like murder and big time criminals. Lots of these officers are corrupt, dealing with the criminals they come across.
The strike team: This is a secret team, one only known about by the members involved. It consists of the most highly trusted and violent of the force, people that have shown their worth over the years. It is also led by the chief of police, it being his pet project. They are the most heavily armed and are sent out to kill all homeless on site, and are also sent out in the occasion of a riot, killing the trouble.

The Rich are the smallest population in Hallow city and pretty much all of them Reside in Border St. where they can be safe from the outside world. These are the kings and queens of the city, living their little happy lives with no care of what's going on in the streets. They have the best clothes, cars, food and so why should they worry about others misfortunes? Its their own fault after all. They just see the other inhabitants of Hallow City to be a nuisance, something to ignore or call the police on. However most of the Rich aren't actually cruel people, they just believe what they are told. If they are told that the poor and the homeless are causing all the upset throughout the city, they are going to believe it.

There are a few families that try and help the rest of the population all they can, giving money to those that they see begging and donating to schools and hospitals. But this small amount of generosity does little to help the situation, there needs to be something else done.

The everyday people that make up the major part of Hallow city. Each one has their own history, personality and story. Most are stuck for cash, holding onto every penny for dear life. Money worries are the main thought of Civilians, not being that rich to be in Border St. or that poor to be living on the street. As the city slowly dies, and shops and businesses close down, jobs become a main worry too. The threat of suddenly becoming unemployed breathes down everyone's neck, making work uncomfortable and very competitive. Living life on the brink of becoming like all those they see on the street, they have to think carefully, lest they become bankrupt themselves.

Most civilians are also very bitter, sick of seeing the entirely different life the rich lead. How they have their own cut off world with no worries, whilst most civilians have the constant worry of money and danger. So the civilians have started protesting, rioting and fighting to their best, even with the police crushing their attempts. But equal living isnt that much to ask for is it, or at least a bit of money to help life.
